Buying A New Custom Built Gaming PC, Need thought on the specs?

Hi, as says in the title i'm planning on buying a new custom built Gaming PC from someone and need a sort of review or your thoughts, The PC I curently have was supposed to work well with Gaming but it can hardly even play Minecraft Singleplayer without lag. The pc i'm planning to be is £400 and the seller has included a 21 Inch Dell 1680 x 1050 Monitor and a Keyboard & Mouse. And yes the seller is trusthworthy, Here's the specs:

So what do you think? I want to be able to play titles like Skyrim on Ultra with mods, Watch Dogs, Borderlands, Maybe Elder Scrolls Online and GTA V when it comes to pc and more, Will this be possible with these specs? Can the games run smoothly on hd? He said the processor can be pushed further. 400 euros that roughly about 540 US dollars. This system will play the game you wanted. The problem i have with this is that, it is old, the CPU is 6/7 years old, Intel releases the Core 2 quad q6600 back in 2007, graphics card is 4 years old. No one knows how long this computer is gonna run.

I suggest you just get a HP or Dell. My mom wanted a new desktop last month, we got a reburished HP for $460 out the door, the system has AMD A10 CPU + 12GB ram and it came with mouse and keyboard. The other option is just buy a Xbox one or PS4. Playing games on computer always require you to upgrade, gaming consoles don't.
