If it's not exceeding higher than 60 frames per second, it's because you have V-SYNC or Vertical Sync switched on. This limits the frames per second to whatever the refresh rate of your monitor is.
You can turn V-Sync off to get higher fps but you may find you get some weird lines on the screen called the "screen tearing effect". I have V-Sync on when playing my games, but when I want to see how well a title performs on my PC I turn V-sync off.
I don't know anything about MineCraft but 60 FPS is GOOD.
That's more than most games on consoles… The average for a good quality FPS is usually like 40-50… I think 60 is considered top notch…
