Minecraft Resource Pack File Missing?

In minecraft 1.8 the resource pack file is gone! I've tried re-downloading and changing the file name to force the game to re-download and neither worked. Any suggestions?

Copy your saves and maps folder and then delete the whole ".Minecraft" from appdata folder. Download Minecraft again, then replace the saves and maps folder with the one you copied.
