Is my CPU bottlenecking my GPU? I lag with GTX 650 Ti Boost?

I can play some games like minecraft with 100fps but when I play games like GMOD or CS: GO I lag and get 50fps or lower. This isn't normal because my laptop gets more frames on gmod and cs: go with a GTX 670m. I don't understand help! I restored about 3 times and updated drivers plenty of times.

Operating Systems: Windows 8 Enterprise 64bit
Motherboard: MSI FM2-A75MA-P33 Micro ATX FM2 Motherboard
Processor: AMD Athlon II X2 370K 4.0Ghz-4.2GHz(boosted) Dual-Core Processor
Graphics Card: NVIDIA GeForce GTX 650 Ti Boost 2GB
Sound Card: Realtek HD Audio
RAM: 8 GB Viper Patriot 1600mhz
Hard Drive: 1TB HDD 5400 RPM

I can't say for sure, but I would guess that your gpu and cpu are a combined problem. Minecraft is more memory-intensive than anything else. Try running 3DMark and comparing your scores to others.

Run On-Screen statistics during gameplay to see which component is holding you back. If the cpu hovers around 90-100% usage but the gpu is not, then the cpu is what's holding you back. If it's the other way around then the GPU is the issue.
