If I buy Minecraft from the App Store, and delete it on accident, and it's still in my cloud can I re download it with out paying again?

Just go back to the app on app store and it will give the option to redownload it.

Yes, as long as you are signed in. You won't get your worlds back though unless you backed those up (I think iTunes and iCloud backups do that.)
