In Minecraft What Does it Mean When it Rains?

It just rains? No subtext to it just rain.

Rain means nothing, only a change in weather. Nothing changes about the game. I haven't experienced it rain in a snowy world (yet again, I haven't been in many snowy worlds), but it might melt or drain away the snow. Who knows?
