In minecraft does your weapon/tools wear off faster in hardmode?

No they don't, the difficulty has no effect on your tools. The only differences in hard difficulty are:

-Enemies deal more damage
-Your hunger bar can kill you if it runs out
-Creepers will not stop their detonation if you hit them
-Zombies can break down wooden doors
-Spiders can spawn with status effects
