I was playing minecraft and i got a interesting enchanted chestplate from a player?

It had all the enchants plus it had blue enchants under they were +1000 mob follow range +200 max health and +10000000 attack damage. How does one make these enchants?

Well, if your playing on a server, that can happen, as multiplayer can't apply mods in it, there exist plugins, which is pretty similar to mods. There's a plugin which can add special effects to the game. If your playing singleplayer, well, you have a mod.

Stupid

If this was on multiplayer then plugins were used. But it is most likely hacked if only one player owned this.
