I have mincraft java and fully updated with 1.13.2 . But I don't have pandas. How do I fix?

Pandas are planned for v1.14 & is not officially released at this time for the Java Edition (v1.13.2, at time of post). They're currently in the snapshot builds as of 18w43.

Panda are currently available in v1.8.0 for the Bedrock (console) Edition & in v1.83 for the PS4 Edition.
