How to install texture packs in Minecraft 1.7.4?

I download the file, open the texture packs folder, drag the file into the folder, and extract the files. And it still doesn't show up on my minecraft, I don't get it.

You don't need to extraxt the zip. Just put the whole zip into the resourcepacks folder then it should show up on the left. Click on it to select it and move it to the right then it will be used.
