How to fix these weird lines in games and 3D Programs?

You need to either config your graphics settings properly or update your graphics drivers. When was the last time you updated the graphics drivers?

go to intels website,

click on 'Menu' 'Support' 'Downloads and Drivers' and then Autopmatically find drivers and software.

this will download an updating tool that you can use to download the latest graphics drivers. Install the latest graphics driver for your GPU and then turn on "Anti-Aliasing", either in the game and/or 3D software or in the graphics driver configuration software.
