Downloaded minecraft but for some reason it won't run it it only opens up the file if someone could link me a video or explain how to or what i'm doing wrong would be greatly oppreciated

Did you download the launcher from minecraft.net? If you got it somewhere else (cracked) you might not know what you got.
You might try downloading it with Firefox or some browser other than Internet Explorer. Not sure what IE does with the minecraft.exe file, but last time I tried to download a minecraft.jar file with IE, it incorrectly saved it as a.zip file, which will not work properly unless you rename it to a.jar file.
What Java version do you have? For 64-bit Windows make sure that you have a 64-bit version of Java. Other than that it is just a matter of having proper video drivers.
I normally run the minecraft.jar in Linux. I have not run minecraft in Windows since they changed to the launcher setup they have now.
