How to change Minecraft back round music?

The texture pack doesn't just change the look of your surroundings but the music as well so when you do take the texture pack off you are also turning the music off.

You can't change the music however if you craft a jukebox and find some discs to play, the disc will play a different tune throughout the world, or if you can just keep the texture pack on at all times.
