How do you make villagers breed in minecraft?

You can't make them breed or get jobs, they already have their set jobs and will have babies when they want to. The only interactions you can have with them (that I know of) are you can hit them, trade with them, wake them up from a bed and ring a bell on the side of a well/fountain.

For breeding, villagers will procreate on their own as long as they have the necessities to do so.

First, you need to provide enough food to make the villagers "Willing" by having 3 loaves of Bread, 12 Carrots, 12 Potatoes OR 12 Beetroots on hand. If a villager has excess food (like a farmer), they'll share it with others.

Second, you'll need a bed for your villagers to mate. This is also the item that determines the population of your village (so more beds = more population capacity) when the periodic census.

As for jobs, it'll be based on whatever available job block they can claim… Although they can change occupations as long as nobody has traded with them (as completing a trade will lock their occupation). The only exception is if they're a "Nitwit" (the "Village Idiot"), as there's no job block for it & may be assigned randomly.
