Today me and my cousins were playing mc and there was a little secret house, we didn't build it, it was a brand knew world and we coild see eachmothers screens. We explored that but there wasn't much except a chest, furnace, bed and a bit of carpet, we left and then started getting attacked with slowness arrows. My cousin described him/her as a white ghost with no legs. Any thoughts on what it was?

There's no mob like that except a ghast. The slowness arrows maybe from skeletons or the other variant. The house you found was a witches you may saw that. Ghosts and stuff like that are not real in Mine craft and shouldn't be believed as they are not in the game's code.

It was a STRAY, a variation of the Skeleton found only in sTaiga or Ice Plains biomes. A skeleton in these biomes which spawns under the sky has an 80% chance of being a Stray instead.
They were added in the Frostburn update, and as you encounter use arrows which cause Slowness.
It does have legs, but its design has ragged clothes which could be easily mistaken for a floating ghost or similar.

Chances are that the "hosue" you found was a tually an Igloo.
