No. All seeds are randomly generated by Mojang themselves with codes (or words / letters) to "seed" worlds. The guy who told you that is a complete liar and should be hammered on the head.

It's possible to "own" the seed if you created it (for example, you input a random alpha-numeric line of text into the seed generator and created a new world) and not give it out.
But if the owner posts it to a website, then he can't put permissions on it, as its now the community's seed. But if you're going to use that seed for a map in a video, then I suggest giving credit where credit is due, as that person discovered that seed, and he or she deserves the credit, not you.
