1.90GHz means 1.9GHz or almost 1.1GHz? What Lenovo or Asus cheap but with a good performance to buy?

I want to choose a laptop from Lenovo or Asus, cheap but with some gaming performance, not a big one but at least for Gmod, CS. Minecraft. I can't afford expensive ones, I will need like 2 or years to get so much money. Also I want it to be 1.5GHz ang higher. Also 1,90GHz, is acutally 1.9GHz or it is almost 1.1GHz.

First, no, 1.9GHz is not almost 1.1GHz. 1.1 < 1.9

I think it's better for you to find a list of 3 - 5 laptops that peak your interest and then ask which of those are good.
