The first one will give you better frames because the gpu is better. The second one will be able to play minecraft no problem, but you won't be able to play games like Battlefield 4 while the first one will give you that option.

Well that first computer is the only one you should consider. It has a great graphics cards unlike the second one. It is a pretty good value. I'd suggest building your own though. It's easy and you'd get the satisfaction of doing it yourself. There are plenty of how-to videos on YouTube. Here are the parts I'd choose. It might cost a little more but the cpu and graphics card will run cooler and therefore last longer and overclock a little more.

The first one, since it has a much better graphics card.

Get a gaming PC, the normal and business type PCs are usually bad for gaming and won't suite you.
You don't need an i7, an i5 would do fine and 2.6 ghz is alright, a dual or a quad core would be nice.
And you don't need that much RAM for minecraft at all, 8GB is plenty.

If you want a laptop, this one's pretty affordable:

If you want a desktop, build your own or if you don't know how to and don't want to spend time learning how to (it only takes 2 hours max, and it will save you up to $400):
