What would be good for live streaming?

I want to start streaming Minecraft FTB Unstable 1.8.9, at 720p with 30 fps, but OBS freezes shortly after the stream starts (and I have motion blur, which I don't know how to disable). I have an AMD Athlon II Dual core 2.8 GHz processor, and an Nvidia GeForce 520 graphics card and can play the game at 150 fps. My upload speed is usually 10-13 MBit/s, and my download at 18 MBit/s. For streaming software I use OBS, what would be some good settings I could use that might improve the stability of my stream, while still holding true to 720p/30fps?
