That's a local IP address. People who aren't on your home network can't connect to that.

Are you using a private network software, like LogMeIn Hamachi, or did you port-forward your game? If you have it on hamachi, people need to connect to your private network in order to join. If you DID port-forward your server to a port on your router/modem, maybe there's a bad gateway. Try a different port if this is the case. It could also be your version. Many people have the new launcher, which runs 1.6. To download the new launcher. You'll also have to download the new server client as well.

Bro, you should use public IP address to connect globally. Or you could not get your minecraft server or anything.
