Minecraft server Connection Timed Out error?

I'm trying to connect two accounts to multiplayer in the same house. I've checked canyouseeme.org and it says my port is open, but from my public IP address. When we tried to connect with that number (the one you get from googling yourself) and port it doesn't connect at all. When we connect using the IPV4 and port, the second person can connect to my server, but only for less than a minute before getting a "Connection Timed Out" error. I've already added an exception rule to allow all access through my Norton Firewall. What else is there?

If both minecraft clients are locally on your LAN, they should connect to the LAN IP of the server.

Many routers do not do loopback (LAN2LAN via WAN IP) to avoid IP spoofing. Yours seems like it might work temporarily, but then times out, maybe because source and destination are both on its LAN and it figures it should not have to do that. If you want to test your port forwarding you should try that from a computer with some other internet connection that is not on your LAN.
