Not sure if this is possible but a year ago I downloaded and payed for a mojang account on my laptop. My laptop's broken but I have a new one with a different apple ID, is there a way to redownload the app for free on my new computer using my username and password of my mojang account?

Yes, you can download it from https://minecraft.net/...net/en-us/. Once you login there's a dirt block icon for Download. At least if you want the older Windows version I think you might need to install Java first (64-bit would be best if you have 64-bit OS). I normally run Linux, so I have not tried the Win10 specific edition.
When I used the older Windows version in Win10 I had some issue where the installer did not quite work properly in Win10 and the desktop icon it set up did not work. But I made a desktop shortcut that pointed to "C:\Program Files (x86)\Minecraft\game\launcher.jar" and that worked.
For the Win10 Edition I don't know if you can just click on the link at the end of "Looking for the Minecraft Windows 10 Edition code that came with your game purchase? Click here." or if you first need to log onto mojang to get a code for the Win10 version, so you do NOT have to pay for it again on the Windows Store.
