Legal, mods are just things that people have developed. The creators of Minecraft got the revenue for the initial download of Minecraft, so they're not losing money from people getting the mods. They're just add ons that keep people playing the game, and some instances get people playing.
I only brought Minecraft when the magical mods became available.

Mods for Minecraft are legal… And not only that, it's supported and encouraged by the development company Mojang. Plus mods for Minecraft isn't exactly new, since there's been mods for the Minecraft back in it's early stages.
Granted there are many mods that haven't been updated to later versions.
