Make an HD textured mod in minecraft?

So my question is what if you make a Minecraft Mod for the version 1.6.4 (version shouldn't matter, but just wanted to point it out) and you wanted the make the Textures for the mod like x32, then if you sent the mod out to public and people downloaded it, would the people be able to see the textures? Since minecraft uses x16 Textures unless you have a texture pack. Or would the x32 Textures glitch up? Thanks for the future answers. Hope you understand what I'm asking
